Lula Spencer was born in Quitman, Georgia on March 14, 1881 as the third child of Emanuel Spencer Sr. and Amanda Styles. She grew up in the community outside of Quitman known as Spain. She joined Simmon Hill Missionary Baptist Church and received her education at the small grammar school housed in it. She led the women's Baptist Training Union there from 1906-1918. Lula married James B. Washington in Dixie, Ga on December 23, 1911. From this union she would have her only child, James Booker Washington Jr. 

Her husband James Washington Sr. died in 1922. Lula remained in Dixie until her mother, Amanda Styles died in 1928. Shortly after, she married William Brantley and moved to Palatka, Florida. Eight years later, William Brantley died in 1936. She moved to Chester Township, Pennsylvania to live with her younger sister Amanda Spencer Brown. There she became a member of Range's Temple Church and was a member for 22 years until her death on January 3, 1960.
